City of Kingston

In 2025, the City of Kingston declared food insecurity an emergency after finding out that one third of the population suffers from some form of food insecurity. Food became a top priority, and Kingston’s Food Framework and strategic plan was developed.

Council sought an approach that could deliver immediate relief while building long-term resilience. They partnered with Growcer.

With just $80,000 in annual parking fine revenue redirected through their Fines for Food initiative, Kingston launched a modular vertical farm project with the capacity to grow $200,000 worth of fresh, nutrient-dense leafy greens every year.

These are ingredients that local food organizations struggle to afford and can rarely source consistently. By growing them locally, Kingston gives its partners access to the most in-demand produce, without the spoilage, cost, or supply chain guesswork.

Through the Growcer’s farm-as-a-service program, Kingston was able to minimize upfront costs and lean on Growcer’s decade of experience in planning, implementation, and distribution.
